European Network for Smoking and Tobacco Prevention


The European Network for Smoking and Tobacco Prevention (ENSP) is an international non-profit making organisation, created in 1997.

ENSP’s mission is to develop a strategy for co-ordinated action among organisations active in tobacco control in Europe by sharing information and experience and through co-ordinated activities and joint projects. ENSP aims to create greater coherence among smoking prevention activities and to promote comprehensive tobacco control policies at both national and European levels.


Dominick Nguyen

Health Policy and Communication Manager

With over 15 years of experience in Public Health and more specifically in the field of Tobacco Control, he has effectively managed a number of UK stop smoking services, as well as running major national social marketing campaigns.
He is now working for ENSP as the Health Policy and Communication Manager, and is responsible for a number of work packages across a number of EU joint-projects.

Within the TackSHS project, he is coordinating WP11, including the project finding dissemination as well as all activities related to external communication.

Cornel Radu-Loghin

Secretary General

With over 20 years of experience in tobacco control at national and international level, Cornel is a former member of the FCA Board of Directors (AT Large post, mandate ends 31 December 2012) and former member of the FCA Executive Committee. Having built and managed grass-root tobacco control organizations at country level, he set up formal national structured coalition: the Romanian Network for Smoking Prevention. Proactively participated in the lobbying and advocating for FCTC ratification and implementation, he has in-depth knowledge of the FCTC (treaty, rules, implementation and monitoring process). With his background in Public Health, he participated in many scientific research studies and co-authored a number of published papers.

Polina Starchenko

Polina Starchenko is Communication and Office Assistant at ENSP; she is supporting ENSP members and partners with advocacy and capacity building activities, also involved in coordination and dissemination of the joint EU projects, in which ENSP is engaged. Before joining ENSP Polina worked in the fields of event organisation, communication and membership relations at international and Belgian NGOs active in   social entrepreneurship, animal welfare and environment. Polina holds a double degree in Public Relations and Crisis Management from St. Petersburg “LETI” University followed by an MBA focused on International Relations from KU Leuven.
